Nigeria (Aluko & Oyebode), London (WilmerHale), and Hamburg (Hanefeld).

Building on her private sector experience, Ibukunoluwa transitioned to public service, now serving as the Head of the Regulations Unit at the Nigeria Data Protection Commission. In this role, she is at the forefront of shaping Nigeria’s data protection landscape through regulations, policy implementation, investigations, stakeholder
guidance, and compliance education.

Passionate about the intersection of data protection and cross-border disputes, Ibukunoluwa also serves as the Secretariat of the Regulatory Harmonisation of Data Protection Laws under the Network of Africa Data Protection Authorities (NADPA-RAPDP), a Working Group led by Nigeria. Her commitment to regional collaboration is further demonstrated through her role as the Secretariat of the Anglophone Committee of NADPA-RAPDP, supporting the President (the National Commissioner/CEO of the Nigeria Data Protection Commission).

Dr. Chidozie Nsoedo is a distinguished Lecturer in Information Systems at Lagos Business School, bringing over a decade of expertise to his role in facilitating digital transformation within academic and corporate contexts. He holds a First-Class Honours degree in Chemical Engineering from London Southbank University, where he initiated his interest in digital information systems through a capstone project that enabled efficient access to compound properties. He further pursued a Postgraduate Diploma in Computer Graphics and Virtual Environments from the University of Hull, developing systems for visualizing colloidal particles, and an advanced certification in Learning and Teaching in Higher Education from the University of Portsmouth, where he built tools to enhance digital pedagogy. Awarded a prestigious research scholarship, he earned his PhD in Health Informatics at the University of Manchester, focusing on digital systems designed to reduce routine procedural violations in anaesthesia practice. Prior to returning to Nigeria, Dr. Nsoedo taught web authoring and internet infrastructure at the University of Portsmouth and managed e-learning and web services for institutions including Hartpury College and Queen Mary University. Back home, he has also served on the boards of leading companies such as Samhays Limited, First Systems Refinishes Limited, and Cutix PLC, contributing to governance and strategy. His multidisciplinary research spans enterprise resource planning, e-government, cybersecurity, e-health, AI, and data analytics—and he has authored three practical books on corporate governance and cybersecurity aimed at company directors. Raheemah Olawuyi is a recent graduate of law from the University of Ilorin, Kwara State. With a strong passion for the intersection of technology, policy, and law, Raheemah is particularly interested in Privacy, Data Protection, Internet Governance, Emerging Technology, Intellectual Property and AI Governance. Her passion for data protection and privacy led her to establish Nigeria’s first-ever tertiary institution club dedicated to creating a platform for awareness, education, advocacy and the creation of opportunities for youths in the field. She is a fellow of the Nigerian School of Internet Governance as well as the Pan African Youth Ambassadors for Internet Governance. Recognized for her skills and passion, she has also been selected to participate in several prestigious training programs at reputable organizations like the Internet Society, Harvard and the European Centre on Privacy and Cybersecurity. She has also been nominated to be a recipient of the Rising Star Award at PrivCon Nigeria 2024. Currently, she works as a researcher, focusing on data protection and privacy and their real-world applications, as well as the creation of policies for AI Governance. She remains deeply passionate about policy creation in these fields and is constantly seeking opportunities to learn, contribute, and apply her knowledge and skills in meaningful ways. He currently serves as Senior Manager, Architecture and Planning at MTN Nigeria, where he leads the development of IT architecture strategy and governance, ensuring compliance with architectural blueprints, principles, and global best practices in technology investments and solution implementations. Wandera Edmond is a seasoned information security and data protection professional with nearly two decades of experience shaping Kenya’s digital governance landscape. He currently serves as Principal Data Protection Officer- Complaints and Investigations at the Office of the Data Protection Commissioner (ODPC) where he handles high-profile investigations, compliance audits, and enforcement actions under Kenyans Data Protection Act.

Prior to this role, Wandera served as Regional Manager (Kisumu) at the Office of the Data Protection Commissioner (ODPC), where he led regulatory oversight and engagement on data protection compliance across the region. He previously spent over nine years as a Senior Information Security Specialist at the ICT Authority, where he developed and implemented Government-wide information security management frameworks in line with legal and regulatory standards. Earlier, he served for over 6 years in the Office of the President-Directorate of eGovernment, where he played a central role in ICT policy formulation. Project implementation and the roll out of eGovernment initiatives across ministries. Dr. Arnold Kavaarpuo is an award-winning business executive with over two decades of experience in Data Privacy, Financial Services, and Technology. He currently serves as the Executive Director of the Data Protection Commission of Ghana, leading the country’s efforts in safeguarding personal data, enforcing compliance with data protection laws, and promoting responsible data governance across sectors.

Prior to this role, Arnold was the Founder and CEO of StacAi, a Financial Trust Infrastructure company leveraging data and advanced analytics to develop cutting-edge APIs for secure, efficient, and scalable financial services.

His career spans leadership roles in financial technology, including serving as Managing Director at Kuda Technologies UK and as a founding team member at Jumo, where he spearheaded the development and commercialization of Ghana’s largest mobile lending products (QWIKLOAN, XpressLoan, and AhomkaLoan) as Country Director. During his tenure, he expanded digital credit access to 4.6 million customers, facilitating over $2.2 billion in disbursements.

Arnold’s expertise extends to international markets, having served as an expatriate in Eastern and Southern Africa under Jumo World, where he gained firsthand experience in global financial inclusion strategies.

He has held governance roles on multiple boards, including Brac Savings and Loans Limited and Fixed Income Alpha Plus Fund, both regulated by the Bank of Ghana and the Securities and Exchange Commission. Additionally, he served on the board of Insight2Impact, a Mastercard- and Bill & Melinda Gates Foundation-funded initiative aimed at bridging the gap between data availability and its effective use in financial services and policymaking.

Dr. Kashifu Inuwa Abdullahi

Kashifu Inuwa Abdullahi serves as the Director-General/CEO of the National Information Technology Development Agency (NITDA), having first been appointed by President Muhammadu Buhari in August 2019 and reappointed by President Bola Tinubu in October 2023, now embarking on his second term; he holds a Bachelor’s degree in Computer Science from Abubakar Tafawa Balewa University, Bauchi, and is distinguished as the first Cisco Certified Internetwork Expert (CCIE) in Nigeria’s public sector, with expansive professional certifications in networking, telecommunications, service management, and solution design, enhanced further by executive education at globally esteemed institutions including Harvard, the University of Cambridge, Oxford, MIT Sloan, and IMD Business School; previously he made significant contributions as a network engineer and lead solutions architect at Galaxy Backbone, then as Technology Architect at the Central Bank of Nigeria where he helped develop the Technology Architecture Repository and orchestrated software license rationalization yielding substantial cost savings; at NITDA he began as Technical Assistant in 2017, playing a pivotal role in IT regulation, local content development, procurement reform and digital inclusion before his promotion to DG, where under his leadership the agency has delivered landmark initiatives including the Nigeria Data Protection Regulation (NDPR) implementation that catalyzed a multi-billion-naira data protection industry, established the Nigerian Data Protection Commission, introduced the IT project clearance process that saved the government hundreds of billions of naira, rolled out digital literacy programs such as Digital Literacy for All and Digital Literacy for All (DL4ALL) targeting near-universal digital literacy by 2030, launched Three Million Tech Talents (3MTT), the National Public Key Infrastructure to enhance cybersecurity, and transformative frameworks like the Strategic Roadmap & Action Plan (SRAP), while also championing talent development, startup empowerment, smart agriculture via NAVSA, blockchain and outsourcing strategies, all of which have contributed to elevating the digital economy’s share of GDP from approximately 12 percent in 2019 to over 18 percent by 2022; known for a leadership style focused on clarity, autonomy, mastery, purpose, and trust, he continues to drive NITDA’s transformation into a dynamic, inclusive, and innovation-driven institution propelling Nigeria’s digital economy forward.

Dr. Ayotunde Coker is an accomplished technologist and business leader with over 30 years of international experience in Europe, the USA, Asia, and Africa. He is known for his innovative approach to technology, particularly in leading large, multinational teams to design, build, restructure, and manage complex technology operations to drive business growth and efficiency. Dr. Coker has held numerous senior executive roles, including serving as a global CIO, and has a proven track record in leading technology-driven businesses. His extensive board-level experience includes managing budgets exceeding £100 million and overseeing large-scale global change programs, mergers, and acquisitions. He has particularly strong expertise in the African market, where he has spent a significant portion of his career in recent years. Born in Nigeria, Dr. Coker attended school in Lagos before pursuing university studies in the UK. His distinguished career includes roles such as Management Consultant at Cap Gemini UK, Director at Egg Bank (the first European Internet Bank), Global Applications Director at BP, and CTO for the UK Criminal Justice system. He also served as IT Director at the Ministry of Justice in the UK. In 2009, Dr. Coker returned to Nigeria as Group CIO of Access Bank and later became the MD/CEO of Emerging Markets Payments, West Africa. Under his leadership, Rack Centre, a data center business, became a leading brand in Nigeria and Africa, earning global recognition and multiple international awards. Dr. Coker is also the Secretary General of the Africa Data Centre Association. He holds a PhD (Honoris Causa) from ESCAE University, Republic of Benin, and is an award-winning alumnus of Cranfield Institute of Technology, UK. Dr. Coker is a Fellow of the Institute of Directors (UK) and the British Computer Society, and an Honorary Senior Member of the Chartered Institute of Bankers of Nigeria.
